TEHDAS2 project Seeks Public Input on Draft Guidelines for the European Health Data Space

The TEHDAS2 project has initiated a public consultation to refine the guidelines and technical specifications necessary for the secondary use of health data across Europe, aligned with the European Health Data Space (EHDS)

About the TEHDAS2 Project

The TEHDAS2 (Towards the European Health Data Space) joint action is a collaborative effort, funded by the EU, involving 29 countries and coordinated by the Finnish Innovation Fund Sitra. TEHDAS2 builds upon the success of the earlier TEHDAS project and other European initiatives, supporting the European Commission in the development of the European Health Data Space (EHDS). Its main goal is to create concrete guidelines and technical specifications to facilitate the cross-border secondary use of health data under the EHDS. By harmonising procedures and standards, TEHDAS2 aims to ensure secure, ethical, and efficient access to health data for research, innovation, policy development, and regulation, which will ultimately improve healthcare outcomes across Europe.

The Public Consultation Process

The TEHDAS2 public consultation is open from 30 September to 30 November 2025. During this period, stakeholders are invited to provide feedback on 11 draft guidelines and technical specifications designed to support the implementation of the EHDS. These documents cover key issues such as data access procedures, secure data processing environments, and the protection of citizens' rights.

This consultation allows stakeholders to review the draft reports produced by various work packages and submit their input to ensure that the guidelines and technical specifications meet the needs of all stakeholders. The topics addressed include fees, penalties, data minimisation, secure processing environments, and procedures for data access and opt-out options. Stakeholders, including citizens, healthcare professionals, regulators, and authorities, are encouraged to participate in the consultation by reviewing the drafts and providing feedback via surveys on the TEHDAS2 website.

After the consultation closes, the results will be analysed, and comments will be considered in finalising the guidelines and specifications. The final documents will go through an internal acceptance process before being published.
